POLITICAL REFORMS IN KAZAKHSTAN: New course of the President Tokayev

Introduction The change of national leadership in Kazakhstan in March 2019 marked the end of the first crucial political chapter – 28 years long – of the history of the independent Republic. It was therefore an important opportunity for a consolidation of those achievements, reevaluation of the relationship between the state and society and a reset of the country's political system, leading to implementation of those political, social, and economic transformations necessary to face a new generation of modern challenges. At the same time, the initial two years (March 2019-March 2021) of the presidency of Kassym-Jomart Tokayev were marked by serious tests of strength for him personally, for the government, and for the country itself. The most far-reaching of these tests is the ongoing COVID-19 pandemic, with enormous negative health, economic, and social consequences in almost all areas. In response to this crisis, the President took many measures for the stabilization of the situation and the further development of the country. He should also be credited with continuity and consistency in the implementation of the reform process he declared at the very beginning of his inauguration. This report presents an objective assessment of the political and socio-economic changes taking place in Kazakhstan in the context of the political course of the current leadership of the country.

Введение Смена руководства в Казахстане ознаменовалась перезагрузкой политической системы страны, ключевых подходов по дальнейшему развитию, проведению необходимых в современных условиях политических, социальных и экономических преобразований, взаимоотношений между государством и обществом. В то же время два года президентства Касым-Жомарта Токаева были отмечены серьезными испытаниями на прочность и его лично, и всей системы государственной власти и управления и страны в целом. Самой масштабной из них стала продолжающаяся пандемия коронавирусной инфекции COVID-19, вызвавшая заболевания и смерть большого количества казахстанцев и ряд других негативных последствий практически во всех сферах. Многие меры по стабилизации ситуации и дальнейшему развитию страны были приняты благодаря именно личному участию и волеизъявлению Главы государства. В заслугу ему также следует поставить непрерывность и последовательность в реализации процесса реформ, заявленного им в самом начале своего вступления в должность. Настоящий доклад направлен на представление объективных оценок политических и социально-экономических изменений, происходящих в Казахстане в контексте политического курса действующего руководства страны.

Kazakhstan. Tokayev. Reboot

On March 19, 2019, Nursultan Nazarbayev, who had governed the Republic since 1989, left the post of the President of the Republic of Kazakhstan ahead of schedule. This event gave a start to the process of transition of presidential power and opened a qualitatively new stage in the development of Kazakhstan. At the same time, the most pressing issue was not so much the issue of power succession as the task of ensuring the continuity of the official political course and preserving the strategic foundations of the country’s development.

The annual meeting of the Kazakhstan Council on Foreign Relations (CASMO) was held in Astana. Speaking at the forum, Chairman of the Senate of the Parliament of Kazakhstan, Honorary Chairman of KASMO Kasym-Zhomart Tokayev expressed the opinion that the Council should become an effective discussion center, where, based on a deep and comprehensive analysis of world development trends, innovative approaches will be developed to solve pressing issues of Kazakhstan's foreign policy.
